1. JOB VACANCY-TERTIARY EDUCATION COMMISSION (TEC)

POSITION:​​​             Executive Secretary.

 

REPORT TO:​​​          General Commission through the Chairman, TEC.

 

Main Duties and Responsibilities

 

The Executive Secretary shall be responsible to the Commission through the Chairman for:

 

  1. The day–to–day administration of the Commission.
  2. The recording of all minutes of the Commission’s meetings.
  3. Overseeing the work and discipline of the other employees of the Commission.
  4. Ensure the smooth and effective administrative functioning of the Secretariat.
  5. Report to the Commission during meetings on the day-to-day routine matters.
  6. Ensure total compliance with the financial and administrative rules and regulations of the Commission. 
  7. Liaise with the Sierra Leone Government MDA’s, Tertiary Education Institutions, and International Agencies in pursuit of the Commission’s work.
  8. ​Submit and follow-up annual and multi-year budgets, funding requests and financial reports to the Government of Sierra Leone.
  9. Call regular meetings of the Commission on the advice of the Chairman.
  10. Perform such other functions as may be assigned by the Chairman and/or the Commission.

 

REQUIRED KNOWLEDGE AND SKILLS

  • Must hold a PhD and be at least a Senior Lecturer in a recognized university with at least 5 years experience in this rank and with at least 3 years of progressive experience as Head of an Academic Department, Dean of a Faculty or in any other senior management/ administration in a recognized tertiary education institution/organization.  Applicants at the levels of Associate Professor/Professor in a recognized university are particularly encouraged to apply as this will be an advantage.
  • ​Should possess excellent command of the English Language and creative and writing skills. Should be analytical and be able to work under pressure. 
  • ​Good practical skills in MS computer packages.
  • ​Should possess excellent leadership and people skills.
  • ​Ability to work as part of team.

• Ability to draft funding proposals and raise funds from donors.

• Ability to organize and coordinate workshops, seminars, reviews etc.

• Analytical ability to direct and monitor project proposals.

• Preferably aged between 40 and 50 years.

2.  Job Title:​​​                        Vice-Chancellor and Principal, Kono University of Science and Technology (KUST)

 

Type of Appointment    ​Contract/NASSIT

 

Status:​​​                            Senior Staff Category of the University. 

 

Tenure:                          Four years renewable by mutual consent for a further and final four years term.

The retirement age for the position is 65 years.

 

Authority for appointment to the Job:​ As provided for by the Universities Act of 2021 under Part IV Section 8; viz:

 

“A University shall have a Vice-Chancellor and Principal who shall be a person of high academic and administrative distinction and of the rank of a Professor from a recognized University, with proven managerial skills and ability to mobilize and generate resources for the University, appointed by the Chancellor on the advice of the Minister, based on the recommendation of a joint search committee of the Court and the Tertiary Education Commission, under such terms and conditions as the Court may determine.”

 

Suitable candidates holding a PhD or equivalent degree and not beyond the age of 60 years are invited to apply.

 

The Vice-Chancellor and Principal shall be the Chief Academic and Administrative Officer of the University.

 

Key duties include, but not limited to, the following are:

The Vice-Chancellor and principal shall

a)       be responsible generally to the University Court and Senate for maintaining and promoting the efficiency of the University.

b)       be the Chairperson of the Senate with responsibilities for all matters academic and students discipline. 

c)       be the vote controller of all accounts of the University and in his absence, the Pro Vice-Chancellor and the Registrar shall, together with the Finance Director, be co-signatory to all University bank accounts, except campus accounts.

d)       be responsible to receive and review all accounts of the University Campuses quarterly with the assistance of the Finance Director.

e)       Cooperate with the Commission [Tertiary Education Commission] on matters pertaining to the Commission’s mandates and responsibilities to the University; and

f)        present a report on academic and administrative matters to the University Court annually.

 g)      Any other matters as directed by the Court through the Chancellor.
