With the passing of the Universities Act 2005, Njala became an autonomous university with two campuses – the Njala Campus at Njala in the Moyamba District and the Bo Campus in the Bo District. It also operates locations in Freetown at Henry Street.

Reporting to
The Vice-Chancellor & Principal / Registrar
Purpose of the position
Reporting to the Vice-Chancellor & Principal/Registrar, the Procurement Officer will be responsible for detailed execution of various procurement tasks generated from strategies and policies approved by the University Court.
Duties and Responsibilities
• Oversee purchasing of all supplies and services including solicitation of quotations, preparing vendor selection sheets, local purchase orders and verifying deliveries, quality of goods and invoices.
• Work closely with Heads of Departments to assist in the development of annual (or other) procurement plans.
• Liaise with Procurement Committee on all purchases per required threshold.
• Verify Withholding tax certificates from vendors before payment is made.
• Review Purchase Order log and ensure procurements are completed timely and according to established policy. Take steps to rectify challenges
• Conduct procurement files review for all purchase documents for easy reference including copies of purchase request, quotations, purchase orders, delivery notes and invoices in the Procurement file.
• Maintain vendor prequalified list for University use for goods/services (including office equipment, IT services, communications, courier, transport, etc.) through the use of Long Term Agreements
• Process customs clearance for external purchases
• Maintain an up-to-date procurement tracker for all goods and services to be procured

• Evidence of good communication skills
• Demonstrable commitment to life-long learning, growth and personal excellence 

• Familiar with the use of computer packages such as Microsoft Office Professional, 
Microsoft Project and other productivity improvement packages 
will be an advantage
• Strong and visible commitment to discipline and the due process.
• Ability and initiative to sustain timely, regular and relevant communications within the 
University
• Experience with NPPA regulations will be an added advantage.
• Flexibility to travel extensively within the country for a number of days and to work 
long hours.
• Ability to work without much supervision.

Qualifications:

A good degree in the following disciplines from a recognized University: Procurement, Business Administration or Social Sciences. A Postgraduate Certificate or Diploma in Procurement Management from a recognized institution will be an added advantage.
